The number of police officers in the United States is growing and the number of crime scenes is rising. In recent years (2009-12), over 11,000 homicides, and 8,000 suicide attempts were reported. Suicide rates are nearly twice as high in all of the U.S. states and the District of Columbia, compared to the national average. The number of officers in fatal shootings has risen by an average of 35% in all of the states in 2009 (see the following chart). Over the past two years, over 11,000 shootings are reported per month.

Crime in America is Falling

On June 3, 2008 the Chicago Tribune reported that police responded to 33.3 percent of the 9.55 million home burglaries reported between the 2008-09 financial year and the fiscal year ended December 31, 2009. Since 2001, police response times have decreased by an average of 16% annually and in 2007-08, over 50% of all departmental 911 calls were "suspended," when, compared to 28% in 2001, only 25% were in the "active" phase of investigations or the "not active" phase. These decreases may reflect the changes in the police officers' physical capabilities and skill sets, which in turn, may be related to the nature of the problem rather than the physical situation.
